Product certification is the passport for cross-border e-commerce. Different categories and destination markets require different certifications β getting this wrong means customs rejection, platform delisting, or consumer lawsuits. This guide covers the most common certifications for Chinese sellers shipping to the US.
1. FCC β Electronic Products
| Type | Scope | Process |
|---|---|---|
| FCC SDoC | Standard electronic devices (non-wireless) | Self-testing + declaration |
| FCC ID | Wireless communication devices (WiFi, Bluetooth, cellular) | FCC-accredited lab testing + FCC ID registration |
Key point: Products with wireless modules must get FCC ID. SDoC is insufficient for WiFi/Bluetooth devices. Violations: fines up to $10,000/day.
2. FDA β Food, Drug, Medical Devices, Cosmetics
- Food: FDA facility registration + prior notice for each shipment
- Food Contact Materials (FCM): FDA compliance testing (migration limits)
- Medical Devices: 510(k) clearance or PMA depending on class
- Cosmetics: MoCRA registration (facility + product listing) β mandatory since 2024
- Dietary Supplements: FDA registration + cGMP compliance
3. UL/ETL β Electrical Safety
Not legally mandatory at the federal level, but de facto required by retailers, insurers, and online platforms (Amazon requires UL/ETL listing for many categories). NRTL (Nationally Recognized Testing Laboratory) certification covers fire, shock, and mechanical hazards.
4. CPSC β Consumer Product Safety
| Certificate | Products | Testing |
|---|---|---|
| CPC | Children’s products (β€12 years) | CPSC-accepted lab mandatory |
| GCC | Adult products under mandatory rules | Self-testing or any lab |
eFiling mandatory from July 8, 2026: Certificate data must be submitted through ACE at customs. No eFiling = no clearance.
5. Quick Decision Tree
- Electronic/wireless? β FCC SDoC or FCC ID
- Food/drug/cosmetic? β FDA registration
- Electrical appliance? β UL/ETL (strongly recommended)
- Children’s product? β CPC + CPSC eFiling
- Adult consumer product? β Check if GCC required
- Food contact? β FDA FCM compliance
