U.S. Revokes Antidumping & Countervailing Duty Orders on Walk-Behind Lawn Mowers from China (Effective Sep 8, 2026)

Effective September 8, 2026, the U.S. Department of Commerce revoked the antidumping (AD) and countervailing (CVD) duty orders on Certain Walk-Behind Lawn Mowers and Parts Thereof from the People’s Republic of China, following the first sunset review. The companion AD order on the same product from Vietnam was revoked as well. CBP is no longer collecting cash deposits or suspending liquidation on entries of the subject merchandise from that date.

Bottom line for buyers & importers

The revocation removes the prior China AD rate of 263.75% and CVD rate of 84.26% for complete lawn-mower units, effective with entries on/after 9/8/2026. Watch the nuance: if your container also contains separately declared Chinese-made vertical shaft engines of 99–225cc, that component remains subject to the still-active engine AD order (A-570-124, 535.48%). Confirm with your broker how engines are declared before shipment.

Legal basis

Commerce initiated the first sunset review on June 1, 2026 under Section 751(c) of the Tariff Act of 1930 and 19 CFR 351.218. After the respondent withdrew and no domestic interested party filed a substantive response by the statutory deadline, Commerce revoked the orders, consistent with Section 751(c)(3)(A). This is the standard outcome when no domestic party steps up to defend an order at sunset.

Frequently asked questions

Do I still owe the 263.75% duty on lawn mowers from China I clear after this date?

No. Entries of subject complete lawn-mower units on or after September 8, 2026 are no longer subject to the China AD/CVD orders. Duty treatment generally follows the date of entry/liquidation, so confirm the entry date with your customs broker.

Does the revocation cover loose parts and both self-propelled and push models?

Yes, within the order scope: internal-combustion-engine-driven walk-behind lawn mowers rated under about 3.7 kW (roughly 196cc displacement), covering self-propelled and push types and complete units or loose parts of the listed article. Products falling outside that written description should be classified individually.

I import a unit with a Chinese 99-225cc vertical shaft engine inside. Am I still exposed?

Potentially. The still-active order on Chinese vertical shaft engines of 99-225cc (A-570-124, AD 535.48%) is a separate order and is not revoked. If the subject engine is imported mounted on such equipment, only the engine itself is covered under that order and should be accurately declared. Ask your broker how engines are itemized before you ship.

Should I use HTS 8433.11.00.50 for my shipment?

8433.11.00.50 is a useful starting point shown in the revocation; final classification must follow the written product description and account for features such as battery/electric variants. When in doubt, rely on a broker or freight forwarder experienced in mower/equipment classification.

What happens to cash deposits or antidumping bonds from before this date?

Commerce/CBP will administer the orderly closure of the revoked orders, including release of suspended liquidation and handling of prior cash deposits. Retain the revocation citation (FR 2026-18249) in your records and reconcile prior deposit balances with your broker or CBP as applicable.

Could the order be reinstated later?

Orders may only be reimposed after a new properly filed investigation or other proceeding meeting statutory requirements; sunset revocation is not automatically reversed. Still, monitor the Federal Register for any new petitions if the product category raises renewed domestic-industry concerns.
